Former Secretary of State Hillary Clinton has slammed the Department of Justice rules for Mueller's 'failure' to indict President Donald Trump, according to reports. Clinton claims there is a "roadmap" to an obstruction charge that's in plain sight if Congress chooses to go down that route.
