Yeah, that’s not going to happen. People know it is possible, so they will continue to do it - for example, there is a university effort in New Zealand that can put microsats in orbit now. No way to unring that bell.
And we can’t even clear everyone else’s satellites out of space because unlike the Russians and *especially* the Chinese, we killed off most of our anti-satellite projects. Meanwhile the Chinese are swatting satellites in orbit.
