* 2.5 seconds radio transit time (round trip to moon and back) is going to make human remote control very hard.
* robot precision is greater then human precision.

Suprised we haven’t used robots years ago.
The lag between here and the Moon is short enough that they just could have been remote controlled.

What you really need is a backhoe that can build another backhoe.
