They forgot Pol Pot. While the number of people he murdered is comparatively small his ideology and methods absolutely earn him a place on the list.The problem with a list like this is it is too small (10) to be productive. Evil walks among US daily. The longer list could be in the millions.

Rachel Carson. With her help in banning DDT, she condemned millions of Africans to death from mosquito-borne diseases.I disagree. A truly evil person intends the consequences of their evil acts. I doubt that Rachel Carson intended to kill millions of people. In contrast, Stalin, Lenin, Hitler, Pol Pot, Mao, Castro, Kim, Cromwell, Robespierre, and many others, intended to kill, and they did with evil in their hearts.

Then Hitler. It was more like 11 or 12 million who died in his death camps.
More than 50 million people died in WWII. Had there been no Hitler, there would have been no WWII.
I'd also add Pol Pot to this list.
