The first thing that popped into my head is that someone went straight to the prosecutor for the bribe without stopping by the mayor’s office and the police chief.
I think Rahm didn’t get his cut and that’s why he’s so pissed.

I could not figure out why RE would be angry about this because it sounded to me like exactly the sort of thing that he would be in favor of, not the sort of thing that he would be complaining about.
