Does RAND have functions other than seeking perpetual war and perpetual military funding increases? In other words, does RAND have a conflict of interest, in seeking to show the that US would lose conflicts, so as to incentivize increased funding?

.RAND’s studies were funded by the Pentagon. When would the Pentagon ever accept a result that did not urge increased defense spending? I don’t blame Pentagon generals for wanting ever more military strength. That is their job. But I expect some form of civilian DoD oversight as well.

Yes, rand does more than this. They also create anti gun, anti American and anti freedom policy.

Military theorists have “wargamed” in some form against potential opponents ever since people had a game to play!
There were wargamed out “war plans” against the UK & others well up into the 1920s. How likely was war against the UK going to happen?

Rand is just doing the job its paid to do.

Unlike most government funded things the USG gets pretty good bang for its buck from Rand.

I’ve been there a couple of times in my past career.
