A police officer in Arkansas is on the hood of a moving car that had been reported stolen when he fires 15 times into the vehicle's windshield, killing the driver, stunning dashcam video shows.
The Little Rock Police Department released footage of the Feb. 22 incident on Thursday, which Mayor Frank Scott said was part of an effort to be "accountable, clear and transparent" in a statement posted to Twitter.
Scott said the department compiled dashcam footage, video from nearby businesses' security cameras, and radio traffic to create a nearly 25-minute video showing the confrontation between Officer Charles Starks and 30-year-old Bradley Blackshire.
Starks was responding to a call after a detective confirmed that Blackshire was driving a car that was reported stolen.
In the video released by police, Starks can be seen walking up to Blackshire's car with a gun drawn and instructing him to get out of the car multiple times.
The 30-year-old refuses, asking "What did I do?" and "What are you going to shoot me for?" before slowing accelerating and hitting the officer.
Starks then fires into the windshield multiple times before Berkshire stops and the officer leans on the hood.
Berkshire then continues to drive the car with Starks on the hood, leading the police officer to shoot at the vehicle's windshield several more times.

You can have actual video of a car thief using deadly force(driving the car into the cop), and people can still say “Who knows what happened..?”. The cop responded appropriately.
Saw this on TeeVee. In that last frame you can see cops partner jump out and pump additional rounds into the driver.
I knew the guy was a gonner when the cop on the hood was firing. Cop #2 was in effect shooting a corpse.

I think the courts have found repeatedly that a moving car is a deadly weapon, and the police (or anyone) has a right to use deadly force if someone is trying to run them down.
So much wrong in the video out takes. Cops are lucky they didn’t friendly fire incident.
There was a day Id automatically believe the cops.
That day came and went 45 years ago when the Police were allowed to Unionize. I take the position that NOTHING they say is truthful, and if they have video, i have to ask myself if the FBI or Hollywood created said video.

It strikes me as poor police procedure for an officer to put himself in a position where he can be run over and, even worse, have to jump onto the car. Is that really what they teach in police academies? To shoot, he had to have been holding on with only one hand. Seems like a knucklead move to me.
This "block the car with your body, then flop down on the hood and shoot the driver" seems to be a practice that has developed in recent years. There was another one a few years back in Hebron, Kentucky - do a web search for Deputy Tyler Brockman. The cop wasn't even close to being threatened by the vehicle in that case - he jumped on the hood and shot the driver because she ignored his command to stop. A bit light on the deadly force justification - but of course, the cop was cleared of any wrongdoing.
Well I certainly would have emptied my pistol under this circumstance!
Which is the deadlier weapon? A 9mm pistol or a 2500 lb. vehicle rolling towards a police officer?
Refusing to get out of the vehicle is one thing. Putting the car in gear and trying to run over a cop is quite another.
Black, 30 y/o career criminal with a gun and driving a stolen car refuses to exit the vehicle, and instead attempts to drive away. Leaves behind five children, count ‘em five, to become future felons. Thanks, Obama — eight years of disrespect for law enforcement, and now your “sons” are getting their asses shot off with regularity.
