Also, some these Congress Critters are involved - So you don’t want the guilty party to learn stuff and be able to block or destroy evidence.

Realize that a few years back, there were “oversight” laws written to ensure that Congress Critters would not be “caught” by surprise. It was after a bank scandal-Can’t remember all the details right now.
