Not only plastic, but any/every thing else in creation....depending on who pays and how much. This is why they become politicians in the first place. They get the power and that leads to wealth.

100 years from now the political descendants of the current San Diego politicians will be telling people what are the legal and illegal ways to use the toilet.
What is the big problem with Styrofoam. It can be recycled but some recycling facilities need an upgrade to handle it. That is not excuse for the nanny state in San Diego.

This is more proof that if you cram too many individuals inside a given space (people, rats, whatever) for too long, sooner or later, most of ‘em will go nuts.
