That particularly memory was that TR wanted the money, congress said, no, and TR sent the ships around the world anyway. When the ships got to Australia and ran out of money, TR told congress that if they wanted their navy back, they would have to appropriate they money to bring them home.
Looking for evidence of that, I ran across this article and thought I would share it given the current situation with wall funding. I found it an interesting read.

My Grand Uncle was a fireman aboard USS Kansas BB-21, for the around the world voyage. He remained aboard Kansas through WWI. He retired out of the Navy in 1925 as a chief water tender.
Until now, no POTUS would have been refused money to defend our border from invasion, which is his Constitutional DUTY to do. -And theirs.
