I just got an email from a friend of mine. The email has a photo of a couple at what looks to be a costume or Halloween party. The male in the photo looks like He could be a young Bill Clinton. The female is in black face and cannot be identified as Hillary, at least with my eyes.
Any freepers know if this could be legit? Or is it a hoax?

It’s NOT a hoax.
As you’d expect, snopes debunks it. But, the reasons themselves are telling - they are weak and lame.
There is a site, linked by FR in other threads, that offers numerous reasons why Snopes is FOS, and why this is indeed the pair.

They didn’t meet until college, these are clearly younger kids.
Hillary's teeth do not look like the woman's teeth.
I did an image comparison years ago and they ain't them.
Although, it would not surprise me to find out that they did dress like that at one time.
Yes, that man looks a bit like Clinton, but I don’t think it’s him. The woman, well it’s very hard to tell, but she doesn’t really resemble Hillary to me. Hillary is pretty white and midwestern, I can’t see her getting herself done up like that, she’s just not that humorous.
Although I suspect a million or more dims have wore black face or a white pointy hood.
Just two more soldiers from the side of Civil War II that is engaged in the war while the other side blames themselves.
