I think he is thinking more of a get home bag than bug out.
I personally have no intent to head to the hills. Home is the goal.
If I am in downtown ATL, that’s a 3 day walk, vigorous, to get home. Once home very different circumstances and assets come into play.
But I gotta get home.
Thus my kit reflects that scenario. All others are easier.
