Two members of the U.S. House of Representatives re-introduced a bill last week that would make malicious acts of animal cruelty a felony nationwide. A person convicted of the crime could face a fine or up to seven years in prison, or both.
The bill, known as the Preventing Animal Cruel and Torture (PACT) Act, is co-sponsored by Democrat Ted Deutch and Republican Vern Buchanan. PACT would criminalize "crushing, burning, drowning, suffocating and impaling animals." The measure would also address bestiality and other attempts to sexually exploit animals.
Deutch tweeted, "We will get this done. It's bipartisan, common-sense policy that will protect our animals."

If a farmer kills his own meat would that be considered a felony? Popping off chicken’s heads, shooting a hog? shooting or hitting a cow with a sledge hammer? killing a goose?
What about killing a rabid dog? or shooting a dog killing your animals. What about poisoning or trapping a mouse or rats?
This law sounds good on the surface but what about the “Unintended consequences”.
It’s a bad idea if you have problem skunks killing your poultry. You can’t exactly shoot a skunk without repercussions but drowning prevent one from “going off.”
Hitting an animal with a car will become a crime. Killing animals for meat will become a crime. Using glue traps for mice will become a crime. Hunting will become a crime.
Having a pet you didnt feed or water yesterday will be a crime.
Next will be formal animal rights and human proxies standing in for them as representatives.
Any FReeper for this is an idiot.
Romney is lucky this law wasn’t in place.
Jethro Bodine was a mass murderer of squirrels. My dog would love to mass murder as many squirrels as he sees.
It’s to outlaw fur trapping, nuisance animal trapping [no, people, those beaver are not relocated to some happy haven, no matter what the guy says- all relocated animals do is screw up the balance of power in areas that already have a resident population]...impose federal control over every farm and ultimately cause people to get rid of pets when their goody two shoes neighbors start calling SWAT teams on you for tying your dog up so you can run to the store or for teaching your kids how to hunt.
Any bassturd that votes for this will lose my vote.
They aren't "your" animals, dumbass. This is an assault on property rights.
Impaling would that also include archery, spearfishing, atlatls and the like?
Show me someone who intentionally inflicts pain on an animal (as opposed to dispatching a pest) and I’ll show you a piece of crap excuse for a human who should be put down then and there. Anyone who would torture an animal is a ‘human’ I’d gladly see disposed of on the spot like the garbage that they are.
Vern Buchanan of Florida... doesn’t appear to have any experience in farming, hunting, wildlife management or trapping and as probably never been in grass that wasn’t mowed.
“A rat is a pig is a dog is a boy.” ~ Ingrid Newkirk (PETA)
But an unborn CHILD is just a clump of cells...
As soon as it’s employed against Michael Vick-types who are abusing dogs it will immediately become RAAAAAACIST.
Exactly! Like that asswipe who tortured puppy doe. Look it up if you can stomach it.
There goes castrating bulls, boars, rams
That’s what local laws are for. But not federal.
Even simple murder is not a federal crime. We have gotten away from this elementary concept with deprivation of civil rights and terrorism laws but heaven’s sakes people, we have a federal system and not every awful thing people do is a federal issue. I like puppies as much as the next fellow but do you really want the federal government even bigger and even more powerful?
I’m all for this. Next up a nationwide law prevent abortion after 16 weeks. It won’t make anyone happy but it will prevent abortion when the child has developed a nervous system when it can feel pain and it will prevent NY and any other insane states from making baby murder legal.
Cattle prod use would be illegal, too.
Some morons here in Florida decided to ban slaughter of horses. As a result, when the economy took a dump, the rescues were swamped with lame or aged horses that people could not send for slaughter where they would get paid some compensation for the loss of the animal and the animal would be dispatched swiftly, instead their only option was to call a vet nd pay money they didn’t have to kill the animal or kill it themselves, or abandon the animal when evicted. People with numerous horses could not sell off lesser quality stock to save the rest. When people ran out of money to feed their animals and the rescues were full and would not take more, and the economy failed to turn around, some just abandoned them hoping against hope someone would come along to help before the grass in the field ran out. Yeah, they were jerks, but some people just don’t know how to kill their horse themselves and don’t have the means to bury it, and it’s too hard to bear. But It was bad... a lot of animals suffered needlessly.
