This part would imply premies could be killed:

but this part, not generally included in the citation precludes that:

That legislation needs to be posted in layman’s terms onto a graphic....with evil Cuomo’s signing/smiling image watermarked, and then posted to every social media outlet, email chain, etc.
It seems like it is time for observant Christians and Jews to get out while they can — because a hard rain is fixing to fall.
Sin angers the Lord on general principle, but the shedding of innocent blood is something He especially hates and is expressly singled out for an exceptionally severe judgment, if they do not repent.
