Not true. What is closed are certain departments of the Executive Branch. The Legislative Branch is open for business, and congressmen and senators are being paid. On January 3, the new House is sworn in, takes office and can do what it pleases.
The shutdown has no impact on Congress convening or being sworn in. That’s why the Senate was in session this week and the House was told they’d get 24 hour notice if they were needed.
The rest of it - yeah there will likely be an impact, but not sure who controls defining “essential” when it comes to congressional staff and support.

Are you sure? I didn’t think so. The Senate has convened during the shut down. I’m thinking more likely that Pelosi doesn’t want to deal until she gets elected speaker at least.
Beyond that, we’ll see.
