If I’m picking the kid up, taking her to school, and she’s grounded at home with me, and going no where else, I don’t see that taking away a cell phone so that she’s not texting all day long is a safety problem-it certainly would not be where we live.

Give them an old inactive cell phone. It will still dial 911.
