Perhaps “placeholder” refers to the acting AG and he is going to declassify some things. That could occur whether or not he stays in the position.

I like your decode. I would possibly make one modification and that’s because I believe that PLACEHOLDER replaces the name of the party(ies) charged. So if, Bagster, KITJ and blu were indicted for language code violations, and the there were supporting violations (grammar, spelling) it might read
