I do get that Q is saying that Qanon and Trump are not violating the Hatch act. But I don't get exactly why.

My take is Dhimmis filed request regarding Hatch act.
Trump team went into action developing a legal opinion and **issuing a white paper** outlining what can and can’t be done by Q-team.
Poof!
Q returns.

Note - such legal activity takes some time.

Q means that the comms have been vetted by the lawyers to make sure they're not violating the Hatch Act. I'm assuming that the military is majorly in on Q...and as long as Q doesn't tell us who to vote for, no violation.
