Is shutting down and turning back on the same thing as rebooting? I know how to clear cookies from Firefox but not Chrome. I hate Chrome and it is a mystery to me. I only am now using it because I can see almost no graphics on FR using FF.

Yes, that should do same as reboot. I am techno challenged, so I don’t have a lot of knowledge on what could be happening.
My best guess is somewhere along the line you got tagged as not PC and picked up a google bug.
Chrome is from Google, and would look at an effort to clear cookies the way HAL looked at being shut down. “I’m sorry, I can’t do that, Jerry.”
IN reality, with most browsers, you go to settings (preferences in Mac) and then look for one that involves History, and then look for a setting that says “clear cookies”. Some let you clear everything, history, cookies, etc. with one click.
Opera was bought by a Chinese company. I think it was original a Swedish company. I don’t trust it any more.

Go to the Chrome menu icon and click 'Settings'
Click "Show advanced settings" at the bottom.
In the "Privacy" section, click "Content settings" button.
In the "Cookies" section, Click "All cookies and site data"
To Delete all cookies, click "Remove all" button.
