Yes, let your local election board, the RNC and whatever authorities will listen that your daughter DID NOT request this and you want whoever illegally signed her up prosecuted to the fullest extent of the law.
I’d report it to the RNC, a conservative outlet like Daily Caller or Breitbart, or a local news station (which are sometimes more fair).
Do NOT destroy it!
Report it to authorities.
Report this to the Republican Party in California. Let them make sure it is “handled” properly.

This explains how Hilderbeast won the "popular vote" though. Voter registration is extremely lax in California and the RATS maintain a HUGE stockpile of faux "voters" whenever needed.
Illinois is like that too, even moreso after Rauner signed that bill to have AUTOMATIC motor voter registration (the previous optional motor voter registration law was bad enough). Illinois also lets you "register" to vote THE DAY OF THE ELECTION as a walk-in voter now, with no questions asked.
You could probably sign up Bandit the Bloodhound to vote here, and government officials would certify it without blinking.

I suggest you contact the Secretary Off State..I think that’s the office which would investigate. Tell them your daughter isn’t old enough to vote and received an Absentee Ballot. If it were myself, I’d ask if the could look at her DMV records to see if she signed up for voting.
Then I would contact your local Republican Office and let them know that your daughter received an Absentee Ballot. You can tell them you want them to be aware of this issue. They should (should, I say) be happy to get that information from you. If they want, they can research it from their end through requests.
I’d bet doggies, kitties and hedgehogs might get to vote on the Democrat side of the house this election!
Report it to the registrar of voters for your county.
....and go to the local TV station, have them do an interview with your daughter. She can use it as a chance to say who she would vote for....if it were legal for her to vote. And that she knew it was wrong for her to vote so she was sure to let the proper people know so they could correct the error.
Try it.
If they sent her one then they likely sent them to thousands of other ineligible voters. California is having big problems with their DMV voter system and the DMV and California Attorney General know it. They recently identified over 1500 aliens who were improperly registered. That’s probably the tip of the iceberg. Surely, many of them will vote by mail, legal or not.
Do not destroy it. Take a photo. Word needs to get out now so election hi-jinks are properly investigated. Contact Fox News. Fox is probably the only news service that will take interest in the story. Get it public.

The question is who filled out the voter registration form, and then who requested an absentee ballot? They may have been intending to intercept the absentee ballot before it was taken out of the mailbox, and vote.
Dollars to donuts, it was a Dem registration drive, and a Dem who requested the absentee ballot.
That motor-voter thing works really well, eh?

Go on line to your State Dept of State.
See how easy it is to register without an address, phone number, license, etc.

In Florida an absentee ballot has to be requested.
Does he have a Florida drivers license? He may have registered when he got that license. Of course he may not have requested to be registered to vote, but been registered by a dishonest registrar’s office employee.
What county does he reside in while in Florida?
If South Florida, the scenario can easily happen. Personnel in the registrar’s office in Broward County were observed filling out blank absentee ballots, prior to the last election, and opening them prior to election eve in closed offices.
This was the same Dem group that sued to allow absentee ballots, with signatures that did not match the ones on file, be counted.
I have to ask, out of curiosity, how? If her name is on the ballot, she can write “I’m not old enough” and/or “I didn’t request this ballot” without involving anyone else. If you know why she shouldn’t, I am very interested in hearing why.
I would, of course, verify the name and address on the ballot to be sure it isn’t supposed to go to someone else with the same name but a different address.
I would start with local police and county sheriff’s office.
They would know where to proceed.
