One thing I’ve always thought is so glorious about The Plan is that it doesn’t matter whether RR is WH or BH, the whole thing was monitored by no such agency with Horowitz (along with HUBER).

I find this delay of RR meeting with accompanying / following / preceding DECLAS to go hand in hand with Judge K confirmation also very curious. My inkling from both of these things is RR = WH. But first they’ve got a good man to confirm :)
