Who in Sam Hill would pull TWO bedbug infested mattresses out of a dumpster? If I understand it correctly, they pulled out the mattress and threw it into the Orange guy's yard. The best explanation of which I can think is that it's some sort of community dumpster, and perhaps they thought he was hogging too much room such that they couldn't put in their trash.
If that isn't it, I don't know why they did it.

See my post 40 - shared 300 gallon bins in the alley. The city does urge folks to be good neighbors in sharing the space.
So the shootee was a jerk before the shooter was. But there weren’t any good guys on the block that day.

If one handles bedbug infested stuff, they will readily climb on you and then you take them home.
FYI, the box spring and bed frame will be worse.
