A-hole Dowdell had been making threats against his wife and had assaulted her. She had recently gotten a "Protection From Attack" order from the court after he threatened to kill her if she divorced him.
His wife — more than 20 years younger than he was — was one of the people he killed, along with a police officer who tried to stop him. The third person killed was Dowdell himself.
He doesn't look particularly scary.

Just down the road.
This is a heavily armed rural area and shootings are very rare.
Of course this happened in a "gun free zone", i.e., the magistrate's office.
All law abiding citizens were unarmed.
