The handshake was a little funny. Watch Pence after he passes behind Trump you can see him pick up the side of his pocket flap and slip something into his right pocket.
I looked at it again. She did have a piece of paper, she moved to put it away, then pulled it back out. I think she had 2 messages prepared, one for the President, one for Pence. She missed the President and passed the 2nd message to Pence and returned the other to her pocket.
The thing to focus on is Pence placing something in his pocket after he moves off to the right.
Presumably the note will be given to the SSrvce to ck for toxins or anthrax and the VP will go wash his hands.

I agree with one of the commenters. She wanted to give it to POTUS, at first. Watch her as he turns away and then goes back to the risers “downstream” from her. Her eyes never leave him. She begins to return the paper to her jacket when Pence approaches. She shuffles things around in her hands and jacket and gives VEEP another piece of paper.
She obviously had a note for each man. Thereby indicating it was something nice. A blessing;; a prayer; greetings from her deputies. MIL/SS knew this was going to happen.
It was too obvious a handoff and caught on film. Based on the actors alone, this was not tradecraft.
Might be interesting to find out her county/state. Indiana maybe?
