I wonder about that revolver. It says he pulled the trigger several times and it did not fire.. Did he not know he also needed bullets?

I wonder about that revolver. It says he pulled the trigger several times and it did not fire.. Did he not know he also needed bullets?If this took place in California, it might be he did not have any micro-stamped ID shell casings and so did not want to break the law by using illegal bullets.
