A man was found severely injured by Border Patrol agents after he fell from the international border wall behind the Gran Plaza Outlet Mall in Calexico Sunday evening... the man fell from the 30-foot border wall while he attempted to illegally enter the United States... suffered bilateral femur fractures to both legs and a possible back injury. The man was airlifted to a medical center in Palm Springs.

Charge him with criminal trespass and bill Mexico for his medical treatment prior to deportation. It’s only the humane thing to do, can’t separate him from his family or anything.
So he made it in and now he's on our dime.

The thing I dont like about that design in that it looks like it would be easy to just throw a rope over the top and tie it off to one of the slats at the bottom, then climb up the rope.

More than half of the people who fall from that height, die as a result.

There is no stopping rule, if the requirement is to prevent any crossing. 100 foot wall - 101 foot ladder.
This design eliminates unaided climbing, and the kind of pole or tree climbing gear that is available.
Ropes remain something that is just infeasible to defeat 100% through height, or with a solid wall. An accomplice can secure the other side, you could use a hook, you can launch rope with a slingshot device, or launch a small weight on fishing line to use to pull the rope over).
Testing of prototypes revealed that the 30 foot height is very difficult to get a rope over by hand however. The over-sized barrel top makes it very hard (and dangerous) to get over, even if you make it to the top with a rope.
WHY?
There was no hospital closer in Mexico? Is this for real?
