The additional anti-climb plate, and insurmountable barrel-shaped "Safety Top", should be required on future construction, to keep free climbers below the most dangerous heights, and safely on the Mexican side. It could be added to existing barrier as well, as a caring and compassionate act.
A rope and a drone makes it a lot easier to scale that wall design. Warp a slip knot, have a drone bring the other end over the top, do the same with another rope opposite side and you will be able to scale the wall.
