Never forget that Romney is a miserable, lying sleazebag who will say anything at all that serves his own personal interests at any given moment.
In 2012, when he wanted (and received) Trump’s endorsement for his doomed presidential campaign, he spoke about Trump in the most glowing, obsequious terms:
Romney thanks Trump for endorsement.
But in 2016, all of a sudden Trump was a liar, a con man and a failure as a business man.
As the above video shows, Romney doesn't have an ounce of integrity, and shouldn’t hold any political position or have any public presence whatsoever.

I was looking for a LITTLE more enthusiasm than just “severely”. Maybe like an admission that whatever else Donald J. Trump may be, he is one helluvan effective President, often governing against the expressed will of Congress and the Federal courts, but with considerable sagacity and fortuitous good judgment.
He’s gonna bruise Donald with his endorsement?
A severe endorsement comes with a stern glare and a wagging finger.

The joke is based on the weird comment Romney made back in 2012 when he said that he had been a “severely” conservative governor.

Rush Limbaugh made clear today in a “Daily Rushbo” recording what he thought of Mitt Romney’s line about being a “severely conservative” governor in Massachusetts:
“I have never heard anybody say, ‘I’m severely conservative. No, I’ve never heard anybody SAY it.”
Limbaugh added that he was not “challenging his claim” to being a conservative, but made clear he found the need to qualify the depth of one’s conservatism odd.
