I'm saying no crime, period. Civil penalties are available, but impractical. The "on paper" penalties for ethical violations appear stiff (lose license to practice), but in practice are weak - the swamp protects its own.
Look at the ethical violations in Congress, at worst they get a lecture and a mark on their permanent record. Similar for lawyers in general, and prosecutors can get away with 100 times more than any other lawyer. It's all "self policed," and the public is none the wiser.
We live in interesting times.
