We speculated about it because of Horowitz’s cagey answers during the hearings about ongoing investigations but AFAIK this is the first we have seen the actual docs.

just speculating here, but maybe some people are outside the loop, neither black nor white hat, they are "hatless".
Bannon was running Breitbart before joining Trump. That isn't a Deep State position, so I doubt he was Deep State. OTOH: he wasn't really connected to DOD, DIA, or other obvious white hats. He was a Navy guy when young, but that was a long time ago.
Maybe he was just focused on his tasks and his skills, and not involved in Q. vs. Deep State much.
