This was telegraphed in the hearing with Rosenstein. He kept saying that everything was on the up and up, all procedures were followed, etc. They presented with any bit of evidence that they weren't hed say "I don't know every thing done by the 130,000 people who work for me, but I'm upset if that's truee and I'll look into it." Over and over, I don't personally know, but I'm sure it's not true, and if turns out it is I'll be outraged, next question. Textbook obfuscation and redirection.
At some point a congressman said "It's clear we've learned that Mr Rosenstein has complete confidence in his team and that he delegates to them without specific knowledge of their day to day activities so to get to the bottom of these we need to bring them in here."

Congress is neither an investigative nor a prosecutorial body. It is a congregation of BS artists constantly striving to look good.
They can conduct “hearings” about this matter until Christ returns without accomplishing anything.
