Sealed “indictments” also include requests for wire taps, search warrants, and other court proceedings.
The low number of sealed indictments in UT doesn’t bode well for the investigations by Utah federal attorney Huber, appointed by Attorney General Sessions to investigate and prosecute FBI abuses.

Sealed indictments can hold many arrest warrants. One was opened not long ago and 35 people were arrested.
The other purpose of the sealed indictment is it stops the clock for statute of limitations.
Keep in mind that Sessions has at least 2 secret grand juries maybe 3, and has for months.
