Yes. but US laws are no where near as restrictive as the German Beer Purity Laws.
OTOH we didn’t have people drop dead because beer additives ate holes in their hearts...

No, they don’t ‘decide’ what is beer, Yes, they need to know what the ingredients are so that people are informed.
Government is not overstepping here. They are merely telling the company to get the ingredients registered just like everyone else in the food business.
