The cool part and I have been wondering about this is if indeed he was never “legally” President then any/all actions and laws he signed while in office are de facto dead as he was not lawfully authorized to do so

I wish my memory was better, but there was quite the kerfuffle when McCain was running in 2008 regarding his citizenry. He was born in the Panama Canal Zone at the time wholly owned by the US. Well there were questions about him being born on actual US soil generating “is he eligible?” To me, he was as his parents were citizens who just happened to be in a US territory at birth time...McCain’s dad doing his duty and serving.
Anyway, the S-storm about that came up, and I believe Congress passed something clearing McCain to go forward. However, there’s some wording in that law that also (sort of) cleared Barko to continue running.
