He was apparently Comey's direct supervisor as well. It was his duty to make the recommendation about whether Comey be fired or not.

Deputy AG is like XO, takes all reports and tasks in DOJ while AG attends to Cabinet duties with President.
There is also a barrier and a division put in place by Sessions recusal. By recusing himself, Sessions is only half an AG.
