That contradicts Q. Perhaps he means that the head of the FBI reports to RR on matters involving the 2016 election and Russia, the matters which Sessions recused himself on.

The Attorney General may delegate authority as he sees fit. That's part of his management duty, however, he is still the buck stops here guy. As you can see the Wikipedia article merely says the Director of the FBI "answers" to the AG, not who is his immediate day to day supervisor.
