Apple today released iOS 11.3.1 (Build 15E302).
iOS 11.3.1 improves the security of your iPhone or iPad and addresses an issue where touch input was unresponsive on some iPhone 8 devices because they were serviced with non-genuine replacement displays.
Note: Non-genuine replacement displays may have compromised visual quality and may fail to work correctly. Apple-certified screen repairs are performed by trusted experts who use genuine Apple parts. See https://support.apple.com for more information.

That link at the end of your post is bad.
Is this what you intended?
About the security content of iOS 11.3.1

Yup
I’ve had this version for sometime...NOT a developer, etc.
Fortunately, iOS 11.3.1 is a very small download (30 to 37 MB depending on device).
No, you havent. Not this build. Its a security update. (Build 15E302) It was only released Tuesday. Check your updates under Settings/General/Software Updates
YES I HAVE!
When I go to Settings, General, Software Update and it says:
IOS 11.3.1
Your software is up to date.
It’s been like that for a week.
Hence, my comment ‘I’m not a developer, etc.’ I’m very knowledgable.
Please don’t give me any pushback on this.
