Apple today released iOS 11.3.1 (Build 15E302).

iOS 11.3.1 improves the security of your iPhone or iPad and addresses an issue where touch input was unresponsive on some iPhone 8 devices because they were serviced with non-genuine replacement displays.

Fortunately, iOS 11.3.1 is a very small download (30 to 37 MB depending on device).

No, you haven’t. Not this build. It’s a security update. (Build 15E302) It was only released Tuesday. Check your updates under Settings/General/Software Updates

When I go to Settings, General, Software Update and it says:

IOS 11.3.1
Your software is up to date.

It’s been like that for a week.

Hence, my comment ‘I’m not a developer, etc.’ I’m very knowledgable.

Please don’t give me any pushback on this.
