Awan started working for DWS in 2004. Can Q be suggesting that Awan was on a mission from Day 1, rather than just taking advantage of opportunities to make money whenever he saw them?
Judging by the near-royal reception Awan's been reported to have received back in Pakistan, I'd suggest that the entire Awan clan plus the helpers he brought over were sent there by Pak intelligence services.
That would make the answer to your question a "Yes".

That is exactly what George Webb decided after weeks of investigating AWAN CONTRA. Same sort of deal that CIA was running with IRAN CONTRA, only not just drugs and guns.
They were also transmitting info regularly to Pakistani intelligence apparently.
I am sure that’s what Q means. Others here know a lot more than me, but IIRC Awans were sending back info from servers - congressmen’s emails, documents, probably CLAS stuff - to Pakistan. And DWS and others for some reason or other, not only allowed this to happen, but pressed to be able to allow it. Much, much more than turning a blind eye. Kickbacks? Wanting to destroy the US? Who knows.
