Could be the prog-instigated belief in a world-wide water crisis. There are a lot of NGOs dedicated to *combating* the *water shortage*.
However, I also seem to recall something about corporations buying up water rights wherever they can and draining aquifers in the US and South America (prime agricultural areas). The water is bottled and sold. Aquifers are shrinking.

Probably find the answer by tracing all the companies under Rothschild control that sell bottled water. LdR has an executive position in one of the family companies.
