Handing it over for voluntary investigation is just as good as a subpoena.
The only thing I would add is after the investigation it should have been destroyed or given back.

A private citizen asks for help trying to figure out who has breached her computer instead the rotten corrupt FBI swaps out the hard drive and does not even give the citizen a report
