The concept young man Hogg fails to grasp is that government isn't God and any law only has as much power as the citizenry and law enforcement choose to give it. If vast swaths of the citizenry refuse to obey a particular law and law enforcement either turns a blind eye or actively works to subvert it, then it is nothing more than piece of paper in a dusty old book.

Don't believe me? See Alcohol Prohibition, a law (actually constitutional amendment) that was pushed through by a vocal minority with the vast majority dead set against it and spoiling to flip the bird at it and law enforcement ambivalent at best.

If what he is proposing ever somehow made it into law and was upheld by the courts, you would have large swaths of the county (so called fly over, red state America, Trump's America, whatever) where it would simply be ignored or actively subverted by large swaths of the citizenry with the authorities turning a blind eye (probably in no small part out of fear of their own safety, if they tried to enforce it).

There's a post on FR about a teacher who saw someone in a mask shooting a gun, but did not ID the shooter. How could Mr. Hogg ID him if his face was concealed enough that a teacher couldn't ID him?
