I was entirely wrong in surmising it was a genetic male competing as a female.
But steroid use by either gender should forbid athletic competition.
Testosterone is the most potent and also the most dangerous, and paradoxically, wonderful, substance in existence.

I would think that it is cheating.
Fifty years ago some people thought girls weren’t strong enough to run marathons. If girls want to wrestle or play football, I have zero problems with it. As long as it’s against other girls.
Boys don't transition to girls, just as girls don't transition to boys. You can mutilate your body to whatever extent you want, but you will never change your gender. Because the real problem isn't below the neckline, it's above it.
