It stands to reason that "shadow government" operations exist at various levels, not just the Washington DC level. Some cities and probably some entire states (California, Illinois) are totally rotten.

I had read that Mr. Snead where Cruz was staying was with Military Intelligence. I had not heard that Cruz’s brother(adoptive-not biological) had been committed.
