Yes, I think he knew. He should have just rounded up the Marines and done it - no declaration of intentions.
In the Shipp lectures, the CIA had already gotten out of control under Truman a few years after its creation - and he regretted it.
Ship also stated that Eisenhower actually called it the Military Congressional Industrial Complex. They took over congress basically - and he speaks about that in detail.
