That bottom picture is the tube I had seen. When I had seen them years ago they were supposed to be for students or something...maybe it was one of these weird Dutch publicly owned things for vagabonds and homeless? Kinda like their public bikes and rolling floating apartment in a water tank things? Anyway, ya, not new.
