There is no solid proof that this is meant as a joke. There are plenty of sanctuary cities spread out all over the US and, as long as the Federal government allows this foolishness to continue, the number of these cities will increase.
It should have been posted in English, Spanish and Arabic with detailed instructions on where to find the welfare offices.
