Remember the Officers ONLY have to offer them meals. It is up to the Offender to accept the meal or not!
The same goes for the Rec!
Just more paper work for the Officers and LT! Most people outside of TDCJ, couldn’t care less!

Prison Admin. should adopt an approach similar to “zero based budgeting”, only with food. Determine how little the criminals need to survive on, and establish that as the new maximum for food allotment.
