I don’t know about that. Personal property is not allowed. Taxes are massive. Few can afford a car - a basic car can cost $100,000.
After having traveled to 3 dozen+ countries, I found Singapore the most prosperous looking, cleanest, safest to walk in evening, best underground highways, best airport with dozens computers with free internet access, best cruise ship terminal, and last but not least some really tasty food. And the roads were jammed with cars. Finally the Orientals, South Asians and Arab population gets along just fine along with a few remnant British people.

And you have to buy a permit to even buy a car. I think the permit runs $40K. And it’s only good for ten years.
