Each meter has it’s own ip address. That is a wireless transceiver to send and receive data to and from your meters and control relay inside.

yeah? Well there is one next to the cemetery, and I would bet most of the graves do not have wireless relays.

Antennas for 4G LTE look like that, as do the wireless utility meter data collectors.
