Babies should get special treatment, though counseling the parents on how to succeed better is fair.
However, neighbors who slam doors, blast stereos, or otherwise engage in activities that result in pounding percussion should be fined.
I am very tolerant of noise during the day. I Iive in downtown Oceanside a commercial area. After 10 on the weeknight and 11 on weekends i turn into a raving maniac. After about 25 minutes of noise I can hear inside my condo when I lay down to sleep. I call the non-emergency number. The cops are responsive on downtown O-sode where we have extra patrol because the city wants to keep the tourists coming. I have made 6 or so calls the last year, but never a repeat call to the same place.
I’d never complain on crying babies or playing children. Like trains booming past your window, you’d be surprised at how easily aND quickly you stop even hearing it.
What are you going to do? fine the baby?
The baby will not always be a baby. Be thankful you don’t have a bunch of pot-smoking hippies or a couple that fights. Or a dog that thinks it’s a wolf and wails all night.

Fortunately prewar buildings had thick walls
I don’t mind babies...they can’t help it plus I’m good at soothing them after five of them
What I do hate is in the grocery when a single mom or soccer mom tells the child over and over and over what they are eventually going to do and never follow through
My kids knew
Collarbone claw grab or a trip to the car nobody would risk but my oldest son was tough and defiant
I’d love to tell these moms give me two minutes alone and I can get your kid to stop being such a brat without even touching them
Course I’m six five 230 and look like chapter president
Kids respect a firm hand it shows you care enough to try to instruct them

Educated white couples today the wife runs it and she aint having it

When I see the rare mom look at me and say excuse me while I deal with my little errant child I tell by all means and God love you

You should offer help.
Babies cry for long periods because they are being fed an improper diet.
Pro biotics and whole raw goat milk will solve the crying problem quickly.
Throw away the fake milk products immediately. Especially, babies should never be given soy products.
They should never be given skim milk of any kind either.

I can only imagine. Both parents have to be patient with each other too.
I don't know whether there are practitioners in the USA. We were living in Belgium at the time and, being in an apartment building, our neighbors weren't shy about complaining over the noise. But it was a revelation that something like that could be done.
How about ya complain about shitty builders building crap dwellings with paper thin walls.
